🚨 SCAM ALERT: Fake RFQ from Correctional Services — 15 May 2025 🚨

The message you shared, purporting to be from Milltecia.Siweya@dcs.gov.za and requesting you to submit a quotation to both Cindy.Rambaran@dcs.gov.za and Cindy.Rambaran@outlook.com, is a fraudulent tender scam.


⚠️ Why this is 100% a Scam:

1. Dual Email Addresses (Government + Outlook)

“Cindy.Rambaran@dcs.gov.za and Cindy.Rambaran@outlook.com”

No legitimate government tender request would instruct submissions to a personal Outlook.com address. This is one of the most common red flags in procurement fraud.


2. Urgent Request With Vague Details

“We urgently request that you supply or outsource the below item/product…”

  • They don’t specify what the product is in your message.

  • Urgency and vagueness are tools scammers use to push you to act without verifying.


3. Not Listed on Official Tender Portals

All authentic South African government tenders must be published on:

If this RFQ is not published there, it is not legitimate.


4. No Official PR Number, Reference Details, or Project Scope

  • No tender number, description, or clear project breakdown.

  • Real RFQs include clear procurement reference numbers (RFQ/RFP/PRQ), specifications, and terms.


5. Name Drop With No Verification

  • “Milltecia Siweya” and “Cindy Rambaran” may be real names or entirely fabricated.

  • Scammers often use real-sounding names to add credibility.
